Richard P. Swatloski, Ph.D., RTTP is Director and Compliance Practice Leader at TreMonti Consulting, where he helps universities, research institutions, federal laboratories, and companies navigate the intersection of innovation management, technology transfer, intellectual property, and federal compliance. With more than 20 years of experience in research commercialization, Dr. Swatloski is widely recognized for his expertise in the Bayh-Dole Act, federal funding compliance, and the practical challenges that arise when federally funded innovations move from the laboratory to the marketplace.
Prior to joining TreMonti Consulting, Dr. Swatloski served as Director of the Office of Technology Transfer at the University of Alabama. Throughout his career, he has managed portfolios involving more than 600 invention disclosures, 700 patent applications, and 900 licensing and research-related agreements. He has advised hundreds of organizations on intellectual property strategy, licensing, commercialization, invention management, and compliance with federal regulations governing research outcomes.
Dr. Swatloski currently leads TreMonti’s Bayh-Dole and federal compliance practice, supporting institutions in addressing complex reporting obligations, government rights, confirmatory licenses, utilization reporting, and compliance risk mitigation. His work frequently involves helping universities and industry partners structure transactions that balance commercialization objectives with federal requirements and sponsor obligations.
A chemist by training, Dr. Swatloski earned his Ph.D. in Chemistry and is a Registered Technology Transfer Professional (RTTP). He has authored more than 50 peer-reviewed publications, received over 21,000 citations, and is a co-inventor on multiple U.S. and international patent applications. He regularly presents on technology transfer, licensing strategy, and federal research compliance at national and international conferences.
